根据当地媒体的报道:据一位白宫高级官员称,特朗普政府正在推动解散位于科罗拉多州的美国国家大气研究中心(NCAR),矛头直指这家世界领先的气候研究实验室。

特朗普政府官员将这家总部位于科罗拉多州博尔德的联邦资助研究机构视为“全美过度渲染气候变化威胁”的中心。该中心在几十年前的1960年成立,旨在研究大气化学和物理气象学。

白宫表示,政府计划在即将进行的中心审查中识别并消除所谓的“绿色研究骗局”,而NCAR的关键职能如天气模拟和超级计算将被转移到其他实体或地点。白宫将这次重组称为回归NCAR的原始研究重点。

Trump Administration Threatens to Dismantle Leading Climate and Weather Research Center

WASHINGTON (December 16, 2025)— News reports indicate that the Trump administration intends to dismantle the National Science Foundation National Center for Atmospheric Research (NCAR), one of the United States’ leading weather and climate research institutions. The Trump administration is apparently set to begin dissolving NCAR immediately, potentially closing the center’s main laboratory in Boulder, Colorado. Details of the full plan remain unclear.  

NCAR was established in 1960 as one of the world’s premier weather and climate research and modeling centers. It brought a consortium of universities together to conduct earth science research to improve weather and climate prediction. One of NCAR’s most important contributions is the Community Earth System Model, a cornerstone of international climate assessments and U.S. policy analysis.   

Below is a statement by Dr. Carlos Martinez, senior climate scientist at the Union of Concerned Scientists:

“The Trump administration has put a bullseye on one of the United States’ premier weather and climate research and modeling centers, threatening to destroy decades of public investment. As a former early career researcher at NCAR, I saw firsthand the contributions it made to benefit the U.S. public, and I am in complete shock. Dismantling NCAR would impact every earth science and atmospheric science university department in the country. Without NCAR’s infrastructure and supercomputing abilities, many small colleges and universities wouldn’t be able to conduct climate or weather research with the latest models. The research done at NCAR influences every piece of weather and climate prediction in the United States, enabling air quality monitoring, forecasting of droughts and extreme precipitation events, and improving hurricane intensity forecasts.  

“Deliberately dismantling an institution so central to weather forecasting and climate change prediction would not only undermine scientific research, it would leave people across the nation less prepared for the dangers of a warming world.  

“Once again, this anti-science administration is threatening to take a hatchet to climate research with the sole purpose of trying to bury the evidence of climate change and boost its fossil fuel agenda. Congress should stand up to these attacks and halt these destructive actions of the Trump administration.”

The following is a statement from Antonio Busalacchi, president of the University Corporation for Atmospheric Research (UCAR), which manages the U.S. National Science Foundation National Center for Atmospheric Research (NSF NCAR) on behalf of NSF. UCAR is a nonprofit consortium of 129 North American universities with programs in Earth system science.

We are aware of reports that the Trump administration is proposing to break up the U.S. National Science Foundation National Center for Atmospheric Research (NSF NCAR). We do not have additional information about any such plan.

NSF NCAR’s research is crucial for building American prosperity by protecting lives and property, supporting the economy, and strengthening national security. Any plans to dismantle NSF NCAR would set back our nation’s ability to predict, prepare for, and respond to severe weather and other natural disasters.

Major climate research center in Colorado on Trump administration chopping block

The Trump administration intends to dismantle one of the world's leading climate research institutions over what it said on Tuesday were concerns about "climate alarmism," despite opposition to the plan.

The National Center for Atmospheric Research (NCAR), established in 1960 as a federally funded research and education hub in Boulder, Colorado, will be broken up, White House Office of Management and Budget Director Russ Vought said on social media.

Any of its operations deemed "vital," such as weather research, will be moved "to another entity or location," he said.

"This facility is one of the largest sources of climate alarmism in the country," Vought said.

The plan was first reported by USA Today. It said moves to dismantle NCAR will begin immediately.

Kevin Trenberth, a distinguished NCAR scholar, told The Washington Post breaking up the laboratory would result in a major loss of scientific research.

Trenberth, an honorary academic in physics at New Zealand's University of Auckland, said the center was crucial to the search for advanced climate science discoveries.

Antonio Busalacchi, the president of the University Corporation for Atmospheric Research, which oversees NCAR, told the Post that, "Any plans to dismantle NSF NCAR would set back our nation's ability to predict, prepare for, and respond to severe weather and other natural disasters."

The White House noted that NCAR's budget more than doubled from the 1980s to the 1990s and called it "the premier research stronghold for left-wing climate lunacy," pointing to examples of its research on wind turbines and air pollution.

Democratic Colorado Gov. Jared Polis said in a statement on Tuesday that he hadn't been briefed on the plans by White House officials, but said, "If true, public safety is at risk and science is being attacked."

He said part of the NCAR's work provides data on severe weather events "that help our country save lives and property, and prevent devastation for families."

"If these cuts move forward we will lose our competitive advantage against foreign powers and adversaries in the pursuit of scientific discovery," Polis said.

President Trump has sought in his second term in office to roll back clean energy and climate initiatives established under his Democratic predecessor, Joe Biden.

Mr. Trump has referred to climate change as a "con job" and, in a speech to the United Nations in September, called it the "biggest hoax ever perpetrated" against the world.

The White House promises to dismantle the National Center for Atmospheric Research

More than half a century after its founding, the Trump administration has vowed to dismantle the National Center for Atmospheric Research, a Boulder-based research hub built to better understand Earth’s weather systems.

Russ Vought, director of the White House Office of Management and Budget, posted the news Tuesday on X, claiming NCAR is one of the country’s largest sources of “climate alarmism.” USA Today broke the story earlier in the day.

“Any vital activities such as weather research will be moved to another entity or location,” Vought wrote.

The National Science Foundation established NCAR in 1960 to accelerate research into fundamental science behind the Earth’s weather systems. It built the Mesa Lab on a hill overlooking Boulder seven years later, establishing an iconic symbol of the nation’s investment in atmospheric science and Colorado’s role as a global destination for the world’s top researchers.

Since then, the federally funded lab has built supercomputers and developed radar tools to help improve weather predictions. Its staff include about 830 employees working under the University Corporation for Atmospheric Research (UCAR), a nonprofit consortium of colleges and universities tasked with managing NCAR on behalf of the federal government.

The announcement faced swift pushback from Colorado’s state and congressional leaders. In a statement released Tuesday, Gov. Jared Polis said the state hasn’t heard directly from the White House, but if it dismantles NCAR, “public safety is at risk and science is being attacked.”

“If these cuts move forward we will lose our competitive advantage against foreign powers and adversaries in the pursuit of scientific discovery,” Polis wrote.

In a statement posted to its website, UCAR claimed it hadn’t received any additional information about plans to break up the research center.

On Tuesday, however, a statement posted to the NSF’s website announced it was reviewing the structure of NCAR, and would explore options to transfer management of a supercomputer and aircraft operated by the research center. In May, a NSF budget proposal suggested Congress should cut NCAR’s funding by 40%.

Rep. Joe Neguse, a Democrat whose district covers Boulder, suggested the move was in retaliation for Colorado’s refusal to release Tina Peters, a former Mesa County Clerk currently serving a nine-year state prison sentence for illegally accessing voting machines after the 2020 election.

President Trump issued a symbolic pardon for Peters last week, exercising a power widely understood to only apply to federal crimes. Gov. Jared Polis and Attorney General Phil Weiser have both refused to honor the pardon and release Peters.

“It is clearly animated by both their desire to gut climate science programs across the country and by a desire to retaliate against Colorado specifically,” Neguse said.

In response to questions from CPR, the White House press office did not directly address Neguse's comments, instead referring to Vought's tweet.

Vought’s announcement comes a day after the Trump administration released plans to cancel $109 million in transportation grants for Colorado-based projects with climate protection benefits. Those awards include funding for rail improvements in northern Colorado and assistance to help Fort Collins purchase electric vehicles for its city fleet.

Neguse suggested those cuts were also retaliation for Colorado’s refusal to release Peters.

Peters’ lawyers issued a statement saying they had emailed copies of the Trump pardon to the Colorado Department of Corrections and hand-delivered one to the prison itself, but were notified by DOC that the pardon had no legal effect on her sentence and she would not be released. The attorneys discouraged anyone from trying to take action to get Peters out on their own.
